Special Housing Needs Strategy
The Citrus County Board of County Commissioners, through the 2015-2016 SHIP budget resolution, approved to allocate a portion of its State Housing Initiative Partnership (SHIP) funds for the purchase of new construction housing, the purchase of existing housing and the rehabilitation of, or additions to, existing housing used for special needs housing groups as noted in Section 420.9075(1)(a), Florida Statutes, including, but not limited to, homeless people, the elderly, migrant farm workers and persons with disabilities. The first priority of these special needs funds will be to serve persons with developmental disabilities as defined in section 393.063, Florida Statutes. This strategy funds non-homeownership housing initiatives. Special Needs housing is not restricted to geographic location, but must be located anywhere within Citrus County.
Not For Profit Developer Strategy
The Citrus County Board of County Commissioners, through the 2015-2016 SHIP budget resolution, approved to allocate a portion of its State Housing Initiative Partnership (SHIP) funds to not-for-profit housing developers who produce housing for households with up to 60% of median income. These funds will be awarded on a competitive basis. The funds will be used to assist with the construction or rehabilitation of homes sold by not-for-profit housing developers.

Citrus County has been awarded state funding from the Division of Emergency Management to mitigate approved owner-occupied, single-family properties within Beverly Hills; applicable only to homes that do not meet the current FL Building codes.
The Residential Construction Mitigation Program (RCMP) will provide qualified wind resistance construction and installations to be completed in strict compliance with Florida Building Codes and Manufacturer's Specifications. Low-income applicants will be given preference. (80% of Area Median Income).
Housing Services is dedicated to increasing the quantity and quality of decent, safe, and affordable housing for Citrus County's moderate, low, and very low income families.
This division administers state and federally funded housing programs for home repairs and improvements, provides subsidies to first time home buyers for down payments and closing costs, provides rental assistance, coordinates grant awards to affordable housing developers for new construction of homes for very low income and special needs families, as well as for affordable rental developments, and provides grant subsidies for utility connections and emergency energy assistance.
