CARES Act Phase 2 Funding Available for Qualifying Small Businesses

The Citrus County CARES Small Business Grant Program Phase 2 begins Tuesday, September 1 at 8:00 a.m. through Wednesday, September 30 at 5:00 p.m.

Citrus County was initially provided $6.5 million in emergency relief funds to support the small businesses hardest hit by the COVID-19 pandemic. Funds are available as part of the Coronavirus Aid, Relief, and Economic Security (CARES) Act federal stimulus package. The County has already awarded over $2 million of these funds to date. The Citrus County CARES Small Business Grant Program Phase 2, approved by the Board of County Commissioners (BOCC) on Tuesday, August 25, 2020, will provide recovery grants to eligible small businesses adversely impacted by the COVID-19 pandemic. The intent of the grant is to offset the temporary loss of revenue and assist these businesses in their efforts to recover in the aftermath of this historic global pandemic.

The program offers a grant to qualifying small businesses to cover expenses such as employee wages, vendor bills and rent. The emergency relief is specifically targeted to help local businesses most impacted, with a commercial location within Citrus County, to cover immediate financial needs. Grants are strictly limited to businesses located physically within Citrus County.

CARES Act Phase 2 eligibility:

To be eligible or this you must be one of the following qualified categories:

A. Hairstylists, Barbers, Massage Therapists, Nail Technicians (excludes applicants awarded in Phase 1) must be located in a commercial space. Grant Award is $3000.  If Business Tax Receipt (BTR) is paid on or after March 1, 2020 the Grant Award is $2000.
B. Retail Non-Profit which must be located in a commercial space.  Grant Award is $7,500.
C. Food Trucks (owner must be a Citrus County resident) Grant Award is $2,000.
D. A business that was otherwise eligible from Phase I but with delinquent Business Tax Receipt and the delinquency has been resolved. ( Grant Award is $4000.
E. Manatee and Dive Tour Captains in Crystal River shut down by government.  Grant Award is $3,000.

The business must be located within the boundaries of Citrus County. Business suffered from business interruption caused by required closures resulting from the COVID-19 public health emergency.  Business suffered economic damages from business interruption caused by COVID-19 since March 1, 2020, excluding those covered by insurance or reimbursement from any federal program. Business employed 35 full-time equivalent employees or fewer (less than or equivalent to 1,400 total average weekly hours for all employees) as of February 29, 2020.  The business must demonstrate ongoing business operations as of February 29, 2020. The business is expected to be fully operational after local and state emergency guidelines are rolled back. The business cannot be publicly traded. The business does not have any current unpaid code enforcement liens and is not operating in violation of any state, federal, or local laws.  No owner, officer, partner, or principal actor of the business has a felony conviction for financial mismanagement within the last two years for which he or she is still serving a sentence (including prison, parole, and probation.)

The Citrus County CARES Small Business Grant Program Phase 2 begins Tuesday, September 1 at 8:00 a.m. through Wednesday, September 30 at 5:00 p.m. Applications will be electronic only. In general, applicants will need the following documentation. There are some variations among grant types:

  • W-9 Form (filled out and signed)
  • Staffing Documentation (IRS FORM 941 or proof of 1099 distribution, or a Schedule "C.")
  • Current Business Tax Receipt for fiscal year 2020 dated before March 1, 2020.
  • Leases or the agreements. (The personal services applicants should have a chair or stall agreement)
  • IRS form 990 for the non-profit retail grant.
  • Operator of Uninspected Passenger Vessels (OUPV) also known as the "6-PACK" license for the Manatee and Dive Boat captains.
  • Optional documentation in support of the grant application.
