Look What's Coming!

The following development permits/applications have been recently filed with Citrus County’s Growth 
Management Department:

• East Pine Lake Medical Office has requested a site development permit and building permit for a 
new medical office at 7729 E Pine Lake Ln in Floral City.

• Armor Wall Inc. has requested a triplex residential permit at 9532 N Travis Dr in Citrus Springs.

• Red’s Restaurant has requested an after-the-fact permit for an outdoor patio paver seating area 
at 8411 N Carl G Rose Hwy (SR-200) in Hernando.

• Clark Stillwell, on behalf of Sunshine RV Campground, LLC, has requested a Comprehensive Plan 
Amendment/Atlas Amendment (CPA/AA) with a Planned Unit Development (PUD) for a Recreational Vehicle 
(RV) Park with 37 RV sites, 23 “glampsites,” and five (5) primitive campsites on approximately 16.1 
acres at 1650 S Fishcreek Pt in Crystal River. o The application was discussed by the Planning and 
Development Commission (PDC) on February 16, 2023, and recommended for denial.   The Board of 
County Commissioners (BOCC) will hear this application on April 25, 2023, at 5:01 p.m.

• Michael Wilburn, on behalf of Michael Carpenter, has requested a CPA/AA application with a PUD. 
The application would change approximately 1.5 acres from Medium Density Residential (MDR) to 
General Commercial (GC) on the Future Land Use Map, and from GC to GC with a Master Plan on the 
Land Development Code (LDC) Atlas for new mini warehouses. The property is located at 255 S 
Salisbury Terrace in Lecanto. o The application was reviewed and recommended for denial by the PDC 
on November 17, 2022, and has since been revised. The revised application was reviewed by the PDC 
on February 2, 2023, and recommended for denial.   The BOCC will hear this application on March 14, 
2023, at 5:01 p.m.

• Paul Furman, on behalf of Donald and Patricia Sweet, has requested a CPA/AA with a PUD to revise 
and expand a previously approved RV park at 7490 S Lecanto Hwy (CR-491) in Lecanto. o The 
application was discussed by the PDC on February 16, 2023, and recommended for approval with 
conditions.   The BOCC will hear this application on March 28, 2023, at 5:01 p.m.
• Michael Wilburn, on behalf of Sweetwater Homes of Citrus, Inc., has requested an AA to allow up 
to 250 multi- family residences in the Oak Village (Sugarmill Woods) Master Plan. The site lies on 
Village Center Circle in Homosassa and is approximately 49.2 acres in size. o The application was 
discussed by the PDC on March 2, 2023, and recommended for approval with conditions.   The BOCC 
will hear this application on May 11, 2023, at 5:01 p.m.

• Wade Trim, as a consultant for the BOCC, has requested an Ordinance Amendment for the Cardinal 
Street Interchange Management Area (IMA) for LDC standards. o The application was discussed by the 
PDC on February 16, 2023, with a recommendation that staff revise the existing Comprehensive Plan 
language before proceeding with this application. As such, future hearings will be scheduled 
regarding revised Comprehensive Plan text before proceeding again with this application.

• Wade Trim, as a consultant for the BOCC, has requested a Comprehensive Plan Amendment (CPA) for 
the SR-44 IMA. The application was discussed by the PDC on February 16, 2023, with a recommendation 
for approval with conditions.  The BOCC transmittal hearing will be held on March 14, 2023, at 5:10 
p.m. • If transmitted to State agencies, a final adoption hearing will be scheduled. The consultant 
has also been charged with creating LDC standards, which will be drafted once the Comprehensive Plan guidelines are in place, and future 
hearings/workshops will be scheduled.

• Michael Wilburn, on behalf of Tampa SRK LLC, has requested a PUD to allow multi-family uses in 
the Medium Density Residential District. The site lies at 5801 W Gulf to Lake Hwy (SR-44) in 
Lecanto and contains approximately 24.34 acres. The applicant proposes up to 86 units (apartment and duplex) on the site. o The 
application will be discussed by the PDC on April 20, 2023, before being placed on a future agenda of the BOCC.

• Bohler Engineering, on behalf of 2022 Lecanto, LLC, has requested to amend an existing PUD at 
3499 W Norvell Bryant Highway (CR-486) in Lecanto. The amendment would allow mini warehouses on the 
site, as well as combine two previously proposed outparcels. o The application will be discussed by 
the PDC on April 20, 2023, before being placed on a future agenda of the BOCC.
