Look What's Coming! February 2023 Citrus County Land Development Updates

The following development permits/applications have been recently filed with Citrus County’s Growth Management Department:
• Aldi’s Supermarket has requested a site development permit (2022-17393) for a new site at 3159 W Norvell Bryant Hwy (CR-486) in Lecanto.
o Note: While this is the same address as several other permits, parcels will be assigned specific addresses upon creation via platting.
• Wavecrest Holdings has requested a building permit (2022-17407) for two pole barns (60’ x 72’ and 30’ x 60’) at 4474 S Florida Ave (US-41) in Inverness.
• Dimensions Terrace LLC has requested a remodel permit (2022-17490) to change warehouse space to office space at 9055 W Veterans Dr in Homosassa.
• Texas Roadhouse has requested a site development permit (2022-17512) for a new site on the NW corner of CR-486 and CR-491 in Lecanto.
• Arby’s Restaurant has requested a site development permit (2022-17597) and building permit (2022-17599) for a new site at 1782 N Lecanto Hwy (CR-491) in Lecanto.
• MacRae’s Dockside has requested a building permit (2022-17640) for a walk-in cooler and storage building at 5290 S Cherokee Way in Homosassa.
• Café Do has requested a building permit (2022-17593) for a change in occupancy type at 299 E Gulf to Lake Hwy (SR-44) in Lecanto.
• Starbucks has requested a site development permit (2022-17961) for a new site at 3159 W Norvell Bryant Hwy (CR-486) in Lecanto.
• 7-Eleven has requested a site development permit (2022-18027) for a new site at 3159 W Norvell Bryant Hwy (CR-486) in Lecanto.
• Branko Construction has requested completion of a building permit (2022-18053, 2022-18054, 2022-18055, and 2022-18056) for a 4-unit townhouse at 789 N Vermeer Way in Inverness.
• Heritage Oaks Investment has requested a site development permit (2023-00292) for a future five-unit plaza at 161 W Norvell Bryant Hwy (CR-486) in Hernando.
• English Congregation of Jehovah’s Witnesses Hernando has requested a site development permit (2023-00621) for a concrete driveway and parking lot improvements and a building permit for front doors (2022-18166) at 1931 E Norvell Bryant Hwy (CR-486) in Hernando.
• Enterprise Car Rental has requested an interior remodel permit and exterior site permit (2023-00689 and 2023-00692) for a site at 5465 E Oakridge Dr in Homosassa.
• Eveready Fire & Security Equipment has requested a building permit (2023-00903) for a spray booth fire suppression system at 3251 S Florida Ave (US-41) in Inverness.
• Wal-Mart Stores East has requested a remodel permit (2023-01059) to include an online grocery pickup area for the site at 2461 E Gulf to Lake Hwy (SR-44) in Inverness.
• Pinch a Penny Pool Supplies Store has requested an interior remodel permit (2023-00821) for the site at 3993 N Lecanto Hwy (CR-491) in Beverly Hills.
• Clark Stillwell, on behalf of Sunshine RV Campground, LLC, has requested a Comprehensive Plan Amendment/Atlas Amendment with a Planned Unit Development (CPA/AA/PUD-22-13) for a Recreational Vehicle Park with 37 RV sites, 23 “glampsites”, and 5 primitive campsites on approximately 16.1 acres at 1650 S Fishcreek Point in Crystal River.
The application is scheduled for hearing with the Planning and Development Commission (PDC) on February 16, 2023 and will then be placed on a future agenda of the Board of County Commissioners (BOCC) for their consideration.
• Michael Wilburn, on behalf of Michael Carpenter, has requested a Comprehensive Plan Amendment/Atlas Amendment application with a Planned Unit Development (CPA/AA/PUD-22-14). The application would change approximately 1.5 acres from Medium Density Residential to General Commercial on the Future Land Use Map and from General Commercial to General Commercial with a Master Plan (PUD) on the Land Development Code (LDC) Atlas for new mini warehouses. It lies at 255 S Salisbury Terrace in Lecanto.
The application was reviewed and recommended for denial by the PDC on November 17, 2022 and has since been revised. The application is now scheduled for hearing with the PDC on February 2, 2023 and will then be placed on a future agenda of the BOCC for their consideration.
• Paul Furman, on behalf of Donald and Patricia Sweet, has requested a Comprehensive Plan Amendment/Atlas Amendment with a Planned Unit Development (CPA/AA/PUD-23-01) to revise and expand a previously approved RV park at 7490 S Lecanto Hwy (CR-491) in Lecanto.
The application is scheduled for hearing with the PDC on February 16, 2023, before being forwarded to the BOCC for their consideration.
• Michael Wilburn, on behalf of Sweetwater Homes of Citrus, Inc., has requested an Atlas Amendment (AA-22-07) to allow up to 250 multi-family residences in the Oak Village (Sugarmill Woods) Master Plan. The site lies on Village Center Circle in Homosassa and is approximately 49.2 acres in size.
The application is scheduled for hearing with the PDC on March 2, 2023, before being forwarded to the BOCC for their consideration.
• Daisy Landes, on behalf of Maronda Homes, has requested an Atlas Amendment (AA-23-02) to allow single-family residential use on a commercial site in the Pine Ridge Unit 3 Master Plan. The site lies at 4851 N Mapleview Way in Pine Ridge and is approximately 1.1 acres in size.
The application is scheduled for hearing with the PDC on April 6, 2023, before being forwarded to the BOCC for their consideration.
• Wade Trim, as a consultant for the BOCC, has requested an Ordinance Amendment (OA-22-04) for the Cardinal Street Interchange Management Area (IMA) for LDC standards. A tentative hearing timeline is as follows, with future dates to be assigned. There have been multiple workshops and stakeholders’ meetings held previously:
o PDC Workshop: February 16, 2023
o BOCC Workshop: March 14, 2023 at 1:30 p.m.
• Wade Trim, as a consultant for the Board of County Commissioners, has requested a Comprehensive Plan Amendment (CPA-22-10) for the SR-44 IMA. A tentative hearing timeline is as follows, with future dates to be assigned. There have been multiple workshops and stakeholders’ meetings held previously:
o PDC Hearing: February 16, 2023
o BOCC Hearing: March 14, 2023 at 5:01 p.m.
o Final Hearing: TBA
• Michael Wilburn, on behalf of CJC Crystal River, LLC, has requested a Comprehensive Plan Amendment/Atlas Amendment with a PUD from Low Density Residential to Medium Density Residential on approximately 5.60 acres. The site lies at 7630 W 7 Rivers Dr in Crystal River and proposes 16 duplex buildings (32 residential units total).
The application has been placed on the April 6, 2023, agenda of the PDC before being forwarded to the BOCC for their consideration.
